I received a reply from W3 today (full email attached):
Hi Matthias,

W3C makes the DTD and entity files available under the Software License,
as you identified. They apparently incorporated some definitions from
ISO SGML, hence the reference to ISO 8879. I can't speak to ISO's terms,
but W3C does not assert any claims incompatible with Apache licensing.

Following this I updated the entity files to hold the w3 license. That results in this changeset:
