project (MESOS).  The sources of XZ Utils are primarily in the public domain, but the release
tarball contains some files licensed under Category-X licenses (i.e. GNU GPL).  For our purposes,
deleting the Category-X-licensed files makes no difference to our usage of the third-party
library.
