You will need to configure the flow controller to get the behavior you
want.  This is described in the manual chapter "CAS Multipliers and
Flow Control" (chapter 7.3.2 in my version 2.1.0  I think).  Also in
the uimaj-examples project see the Segment_Annotate_Merge_AE.xml
descriptor.
