  - new SetCharacterEncoding filter for manager and host-manager
  - new attribute alwaysUseSession in BasicAuthenticator Valve

Build and tests were done using Java 1.6.0_26, OS was Solaris 10 Sparc,
tcnative was 1.1.22 based on APR 1.4.5 and OpenSSL 0.9.8r.

Looks pretty good!
