Subject HTML editing

glenn -- thanks for updating the tomcat-security document.
Unfortunately, when you added a link to it into tomcat-ug.html, you
used Mozilla's HTML editor, which wreaked havoc with the html
formatting.  It adds &nbsp;s everywhere, ignores image src locations
(the new version had broken image links), and undoes indenting, thus
breaking version control diffs.

Two proposals:

1. For exisiting HTML docs, please use a non-destructive HTML editor.
FrontPage and DreamWeaver seem to work, and of course Emacs or any
text editor.  (For new HTML docs, do whatever you like, and it's up to
future authors to use a compatible HTML editor.)

2. For new documents in the src/doc directory, if you add one, just
add a link to it into src/doc/index.html.  This will limit the
temptation to edit e.g. tomcat-ug.html just to add a single line to
the "other documents" section (which I have now replaced with a link
to index.html).
