There are products like Subversion Edge for managing your server configuration and repositories: http://www.open.collab.net/products/subversion/SVNedge.html But the only web-based client I am aware of for editing the content of a repository is this tool: http://www.polarion.com/products/svn/svn_webclient.php I have never tried this tool, but I believe you can point it at any SVN repository. I do not think it has to be setup on the SVN server or manage the server. I could be wrong.
