Subject How to make the decision in Apache

Hi Team,

As we are in the middle of incubating, it's quite important for everyone to
know about how we make the decision[1] in Apache and how can we build
consensus[2].

Let me quote some of the lines from community.apache.org

The most important thing about engaging with any Apache project is that
> everyone is equal. All people with an opinion are entitled to express that
> opinion and, where appropriate, have it considered by the community.

is start from the discussion first.
