Because 3rd parties, not Apache, own the copyright and it is not appear
that we have a license to copy this material.

This does not matter.   Running a web archive of 3rd party content is
legally more complicated and I don't see that the ASF is set to do this.

3rd party archives already exist. Can't we just link to them?

We need to have a conversation with Ed.  His permission alone may or may
not be sufficient.  But the conversation should at least help us understand
what is possible.
