RocksDB had a bug where RocksDBException subCodes related to disk usage were not present and
when a RocksDBException is generated for those it throws an IllegalArgumentException instead
obscuring the error. This is [fixed|https://github.com/facebook/rocksdb/pull/3050] in RocksDB
master but doesn't appear to have been released yet. Adding this issue so that it can be tracked
for a future release.
