I noticed a bug within the LateralCacheFactory a few months back.

I checked the latest version of LateralCacheFactory and noticed it has
not been applied.  This bug limits the ability to have more than 2 TCP
Lateral Cache instances.  As I do not have rights to check in changes, I
was hoping a developer with commitment rights could take a look.
