Unless Apache has some really strange hooks into TCP, I don't think packet counting should be possible. TCP is a transport layer protocol, and is thus up to the OS. For example, depending on the physical network connection in use and any tunnels, etc., the MTU size can vary, which will change your packet counts for the same Apache output, etc. There are specialized tools like tcpdump that can capture that information, but I think you will be limited to the contents of the TCP stream in any Apache module.
