There also may be a scenario that we don't need cacheOnWrite and prefetchOnFlush, but prefetchOnRegionOpen
is needed.
So how about consider both case?
if (cacheOnWrite || ! prefetchOnFlush)  {
  // bypass prefetch operations 
}
