Right now both jetty and tomcat require jasper dependencies for every web app because the jsp servlet is always included by default.  For jetty its fairly easy to make the jasper deployer install the jsp servlet.  Tomcat might be harder.

For a while now trunk has been showing exceptions on startup because the dojo plugins haven't included a jasper dependency; this is the cause.
