given this configuration for apache-rat-plugin:

produces rat.xml with this format:
<?xml version="1.0" ?>
<rat-report timestamp="2017.06.22 AD at 16:25:16 EDT">

should I namespace qualify rat-report element and violations elements e.g. <ns:rat-report>,
if so which uri should I assign to the ns prefix (maybe XMLConstants.W3C_XML_SCHEMA_NS_URI

let me know what works best
