I think that this should warn and not completely error out. I have a use case where VMs have
two networks, and only one of those has user-data support enabled. If we do decide that this
should result in error, it would be nice if there was a check to see if any of the VM's networks
supported user-data first.

Right now we do not throw error if user data is sent while deploying the vm and network does
not support userdata.
