   @lvfangmin @eolivelli @anmolnar - what I am thinking is that it may be worth going through
the code and see if this config could be generalized to be used exclusively for socket connection
timeout wherever else we have similar logic. 
   
   In that way we keep initLimit and syncLimit tied to quorum semantics where as this could
be called socketTimeout (or some better name) which is somewhat on a lower level and belongs
to the networking layer of Zookeeper.
   
   Not sure if this is a good idea, just had this thought. I would need to do some homework
on my end but let me know what you think first.
