That's true. Additional constraints can be put to solve those though (forbid promote operations
and forbid client migration between servers when reconnect). But I am just guessing here.
Let's wait for [~lvfangmin] to clarify what kind of use cases he has with this feature.

observer without unique server id if it doesn't need to be promoted to participant. Also,
it will make dynamic config more efficient, we don't need to store and send the long list
of observers during re-config.
