Added a few minor cosmetic cleanups.

My main concern is that even with this you would still have loops when a pair of observers
is in LOOKING state. One way of cutting the loop would be fencing:

{noformat}
recvqueue.offer(n);
{noformat}

with:

{noformat}
if (self.getLearnerType() == LearnerType.OBSERVER) { ... }
{noformat}

but I am unsure how well that plays with all the valid config transitions that can happen
with ZOOKEEPER-107.

to each other (as opposed as just connecting to participants). I'll give it a try now and
let you know. (Also, we use observer ids that are > 0, and I saw some parts of the code
that might not deal with that assumption - so it could be that too..).
