This patch breaks in my "concurrency test suite" which is just a suite that runs my FollowerResyncConcurrencyTest
over and over again. I would expect it to break because if we don't sync the DIFF packet forwarding
with the processing of acks we can remove acks from the toBeApplied list between when we forward
DIFF packets and when we call startForwarding. I knew the synching was possibly excessive
in the first version (looking back I'm not actually remembering why I decided to sync all
of the calls together), but we need at least some additional synchronization.
