I ran into this same problem when trying to create PDF/A files with FOP; just about every
validator out there complains about the values of (at least) dc:date and dc:language, because
FOP/XMLGraphics inserts simple values instead of Seqs and Bags.

To get around it, I made this patch which simple forces the XMPSchemaAdapter to create arrays
when requested to do so. It still retains the original structure of converting simple values
when reading etc. so it's by no means perfect.
