Thanks for your feedback.   I figured my issue out.  

My data was encoded as Big5 but was getting converted to UTF-8 as part
of my PDF generation process.  If I keep it as Big5 my Chinese
characters display correctly in the PDF.

We're working real hard to make sure the Apache site is clear on all of
it. If you can be more specific about what is unclear for the pfm fonts,
I'll be glad to clean it up. Thanks.
