Subject Mixing shorthands and normal properties

Assume a block you want to give a 5pt padding and use "retain" on the
before and after edges.

<fo:block padding="5pt" padding-before.conditionality="retain" padding-after.conditionality="retain">

Is it correct behaviour that the before-before and border-after
properties override the shorthand, also resetting the width component to
zero? The effective padding width for the before and after edges is "0pt"
ATM. Feels wrong somehow. Any comments?
