As I said earlier, the big deal with all the percentages is that the whole 
mechanism should be revised as is hinted at in the Wiki under "FO Tree":

The question you state is part of the problem. Someone really has to sit down 
and find out how to do this properly. What are the requirements? What are all 
the different cases? What's the best way to implement it so it stays easy to 
understand. Trying to fix single problems here and there won't do any good in 
the long run IMO.
