Michel Hirtzler did a SVG based drawing tool, that is a lot better than
Adobes tool (which is quite old):

Unfortunately he did not write the code to make it work with Batik (or
ran into compatibility problems?), but I guess with a little more work
he could make it work in Batik as well. At least the parts you are
interested in. You can contact Michel if he is interested in collaborating.
Alternatively, if you only need it in Batik you can create a drawing app
with the help of Java.
