The '-dpi' option adjust the mapping from 'real world' units 
to user space units.

So when dpi==100, 1 inch is treated as 100 user space units.
When dpi==200, 1 inch is treated as 200 user space units.

Most of the elements of your document use 'real world' units
however your filter specification (out of nessesity) uses
'user space' units for the stdDev of the gaussian blur.

This means that your filter doesn't scale with the rest
of your document.

If you want to define a 'scalable' document you need
to provide a viewBox that will be fit to the given
width and height (then just give the desired 
width/height on the command line).
