Subject [admin] lack of enthusiasm for status reporting

All,

as much as I do understand everyone's crammed schedule, filing status 
reports about legal and community well-being is a requirement for every 
ASF project, and especially for incubating ones, since the board and 
the incubator PMC need to get a feel about how the project is faring 
w.r.t. the spirit and rules all of the Apache projects need to abide.

This isn't just a matter of bureaucratic rules, it's also a matter of 
expressing respect to the larger family your project eventually will 
belonging to. I've seen some XMLBeans people taking an active interest 
into creating and evaluating the incubation rules in the past, so 
please, do a 5 minute repeat of that effort by filling in Nicola's 
template status report and I'll get back to my quiet observation 
corner.
