Thanks for writing something up here.  Based on the discussions on the 
incubator general list and the draft documents associated with them, 
I've rewritten the paragraph to use some of the same terms.  I also 
added a sentence or two to briefly explain why there is an incubation
stage, and that it reflects the status of the community, not the code.
Unless there are any other suggestions here, I'll post this paragraph 
to the incubator list to make sure there is general consensus over there 
as well.

"XMLBeans is an incubated subproject under the sponsorship of the Apache 
Software Foundation's (ASF) XML project.  Incubation is required of all 
newly accepted projects until a further review indicates that the 
infrastructure, communications, and decision making process have 
stabilized in a manner consistent with other successful ASF projects.  
While incubation status is not necessarily a reflection of the 
completeness or stability of the code, it does indicate that the project 
has yet to be fully endorsed by the ASF."
