Relative URIs, by convention, are interpreted relative to the base URI
active at that point in the document which contains them --  which usually
means the URI you loaded that document from.

Of course this requires that the system _know_ where you loaded the
document from. Depending on which APIs you used, you may have to explicitly
set that URI into the Source object before invoking Xalan. That's the first
thing I'd suggest you check...
