Subject A potential change to the FormatterToHTML

Currently the HTML Formatter labels hrefs as ATTRURL and then processes
the attribute and encodes the contents.
It has a condition to URL encode spaces, but this screws up
javascript:func('SOME TEXT') hrefs, would not encoding spaces break the
XSL standard? It's a really simple change to the code, but it does mean
that every attribute that is labelled as a ATTRURL will undergo the same

What I'm saying is that this is a problem that a few people will come up
against and what is the best solution?
