Subject ICU performance impact

Anyone with any ideas of possible performance impact if ICU is used instead
of default Xalan/Xerces encoding?

The question I am trying to answer is the following: If I am using
Xalan/Xerces in a product which can be NLS enabled or not, can I bundle in
both cases Xalan/Xerces with ICU to make my life easier, or for performance
reasons (or may be other reasons) it is better to bundle "standard"
Xalan/Xerces with the non NLS version and use ICU only in the NLS version
case?
