You just need to set your JDK in Tomcat.bat

---Tomcat.bat-------------
....
....
//set up JDK path
set JAVA_HOME=C:\jdk1.2.1
...
...

set CLASSPATH=%CLASSPATH%;%JAVA_HOME%\lib\tools.jar

....
..
