I've posted an initial draft for the XML Graphics PMC (provided this
name is ok for everybody). I've basically copied it from the one from
the Logging Services project and changed it from there.

Help in any form (Changes to the Wiki page, comments and ideas...) is
welcome. I hope I'm going in the right direction.

BTW, I find the mission statement and bylaws of Logging Services project
very clear and a good template for our new PMCs.
