The charter verbiage (2nd paragraph above) definitely looks like it
could cause trouble. If there is more than one Apache Board member on
the PMC, do they become co-chairs of the PMC? I doubt that was the

As Berin's point 2 above suggests, the charter should be clear about
which board membership has to occur first, if a candidate is not on
either board. A separate case is when a person already on the Apache
Board wants to join the PMC, particularly if there is already an
Apache Board member on the PMC.

Stated another way:
A. The PMC must have a Chair (always just one?)
B. The Chair must either already be a member of the Apache Board or
   become one (is that before or after becoming Chair?)
C. Other Apache Board members may sit on the PMC
D. When the Apache Board requires a report from the PMC, they will
   ask the PMC Chair to provide it. (Any need to specify how the
   Apache Board directs the PMC?)
I think the current verbiage is trying to address too many facets
of the Chair/Board/PMC relationship in one sentence.
