I tried the sample files with both XT and Xalan-J 1.2.2, and always 
got this output even without taking a look at your files (only 
difference is the order of attributes and the intending behavior):

<html>
 <body BGCOLOR="#FFFF99" TEXT="#000000">
  <H1>XSL For Notes - Version 1</H1>
  <table WIDTH="500" border="2">
   <tr>
    ABC
    <br>
    DEF
    <br>
    GHI
    <br>
   </tr>
  </table>
 </body>
</html>
