This is roundly going nowhere fast.   Since this isn't generating
much discussion, I'm going to change the wording to match what
I proposed below, and then call for a vote on the charter tomorrow.
If people really care, then we can mix it up some more, otherwise
lets close this out and  get on to other stuff.
