 There are a number of rounding conventions.    If your method is followed,
then the sum of many rounded numbers will be too large, since every number
is rounded up.  Ideally, perhaps, the rounding should be up or down
randomly, then on the average sums would work out correctly.  A random
choice of the rounding direction isn't too practical, but the even-odd
method should simulate it reasonably well.
