"US-ASCII" isn't an ISO standard name, and anyway XML only ***has*** to
support unicode (8 and 16 bit).  It is application-dependent whether
other encodings are supported, and then they are supposed to be refered
to by ISO-standard designations.

It's not IE that has to be fixed.  But you might need to install the
newest version, msxml3.dll, even if the encoding were correct.
