Yes this would provide some access to the DTD content, by I would still have
to parse the content models myself.

I don't know if the DeclHandler approach will read a DTD file without it
being referenced from an XML document - but that is what I need to do.

As mentioned I believe to have read somewhere that something is underway
with DOM3. And there also is a experimental schema-tree below the
DocumentType node.
