Yes, but it's **not** definitive for file urls, especially for
DOS/windows.  This is because you can have "opaque" or non-opaque paths.
But as I read it, a proper file url on DOS/windows would be

file://localhost/c:/directory/path/to/a/file.txt

The "localhost" may be omitted according ot the RFC, giving the familiar
file:/// form.

However, if the code treated the path as opaque, backslashes would be
needed instead.  "file:/...' should not be legal, but many systems
accept it.  Also, some code wants to see file:///c|..." instead of
file:///c:///, even though this form cannot be found in the RFC, and
indeed the colon is a legal character.
