Xalan release shouldn't be tied directly to Xerces releases.
Unfortunately, sometimes they are.  Hopefully this will get better as both
codebases mature.

Urm, this might be a shot in the dark, but how about bringing Xalan
release numbering into line with Xerces?

This would tie you to the same release schedule as Xerces though, so
maybe something like (Xerces version).(Xalan Version) would work. Like
your current release works with Xerces 1.0.3, so call it maybe.
