Hi Sean,

Have you taken a look at Comanche?
http://www.comanche.org
It is Tcl and XML based.
Which kind of GUI are you thinking on implementing?
What are you trying to accomplish?
I encourage contributions, and if you find Comanche useful for your
goals I can help you getting started with it (and Tcl)
