You have several thousand installations using XSL this month? Where did
you find an XSLT processor that's out of beta? 
Honestly, what platform is this? Sounds like an XML success story!

Sorry, I can't suggest an editing environment. XSL is complex. Perhaps
you can just document the top five tags - 
xsl:stylesheet, xsl:template, xsl:apply-templates, xsl:value-of,
xsl:copy-of

...provide an XML editor and leave them to it. Those tags do 90% of what
you might expect from a non-dynamic 1:1 "form letter" template. The rest
is genuine programming IMO.
