I've spent the past day or so trying to get something similar working
(just started exploring xml/cocoon last friday). Here's my solution
to import an external xml file using xsp:

<?xml version="1.0"?>
<?cocoon-process type="xsp"?>

  <xsp:page language="java" xmlns:xsp="http://www.apache.org/1999/XSP/Core">
        String sourceFile =
          XSPUtil.relativeFilename("file.xml"), request);
        Document source =
          this.xspParser.parse( new InputSource(new FileReader(sourceFile)) );
