For the time being, you'll need to specify a complete, absolute URL to the
files.  For example:

testxslt -in file:///xml-xalan/C/BUILD/WIN32/VC6/Debug/foo.xml -xsl
file:///xml-xalan/C/BUILD/WIN32/VC6/Debug/foo.xsl

We're planning on enhancing the testxslt program to deal with this, but
it's not as high a priority as other work.

When using the foo.xml and foo.xsl from the /xml-xalan/samples/simple I get
this:
Z:\xml-xalan\C\BUILD\WIN32\VC6\Debug>testxslt -in foo.xml -xsl foo.xsl
========= Parsing foo.xsl ==========

Fatatal Error at (file , line 0, char 0): An exception occured!
Type:MalformedURLException, Message:The URL used an unsupported protocol
XSL Warning: Error parsing foo.xsl
XSL Warning: processStylesheet not successful!

SAXException Message is : An exception occured! Type:MalformedURLException,
Message:The URL used an unsupported protocol
