Subject CVS problem: Cannot do a checkout. 'Update' works.

I use WinCVS 1.1b7 and SecureCRT 2.4.0.1

For some weird reason, I am unable to do a fresh checkout of modules.
I get the error:

	cvs checkout xml-xerces/c (in directory E:\Temp)
	cvs [checkout aborted]: connect to xml.apache.org:2401 failed: Connection timed out

	*****CVS exited normally with code 1*****


However, if I do an update, it works fine.
Here's a sample of the output showing update did work.

	cvs update (in directory E:\xml4c3\xml-xerces\c\samples\)
	cvs server: Updating .
	cvs server: Updating DOMCount
	cvs server: Updating DOMPrint
	cvs server: Updating EnumVal

Has anyone else noticed this bizarre behaviour.

Also, response on locus has considerably degraded. WinCVS is still fast (when it
works), but working in a telnet window is pretty slow. Almost comparable to 'taz'.
