Subject [Vote] Serializer package

This discussion has been carried out through several mailing lists, cut
since it affects all the projects involved, it has shifted to the
general list.

The original proposal was to add a mechanism for printing XML and HTML
documents into the Xerces parser. The package name was chosen after the
serialize pattern name, which denotes the transformation of XML from
memory to stream and is used by the W3C in their recommendations.

The package will be used by both Xerces and Xalan, sharing the same code
base, and is implemented independently of either one. As such, Scott
Boag recommended that it be placed under org.apache.xml.serialize.

Thus, org.apache.xml.serialize will contain generic serialization
mechanism for XML, HTML and HTML, supporting both SAX and DOM, used by
both Xerces and Xalan, but implemented independent of either one.
