We shouldn't just change that on the user (by default) without them choosing it. The spec
allows either the XML 1.0, XML 1.1 or both sets of rules to be supported: "It is ·implementation-defined·
whether an implementation of this specification supports the NMTOKEN production from [XML],
or that from [XML 1.0], or both." In my opinion we should make our default compatible with
the behaviour they always got from the XML Schema 1.0 processor and provide a feature (see
this page [1] on the Wiki) for specifying that the XML 1.1 productions be used.
