(I have not looked at the latest code - this comment is on an old version).
Port numbers starting with leading zeros are permitted.

The code I have examined did not preserve leading zeros 
i.e.
new URI("http://www.example.org:0080").equals(
  new URI("http://www.example.org:80"))
is true - which at least in my application is a bug.

(Namespaces would make these URIs not equal).
