Currently the Xerces URI implementation completely ignores 3.2.1. Registry-
based Naming Authority from RFC 2396, which means any URI contaning such a 
section will be rejected (such as myscheme://$authority$). This has 
implications for a number of things within Xerces including XML Schema 
validation (anyURI).

Relevant productions:
authority     = server | reg_name
reg_name      = 1*( unreserved | escaped | "$" | "," |
                    ";" | ":" | "@" | "&" | "=" | "+" )
