[XML 1.1] - Control Characters literals cannot appear in comments, PIs, and CDATA sections.

Summary: [XML 1.1] - Control Characters literals cannot appear in
                    comments, PIs, and CDATA sections.
           Product: Xerces2-J
           Version: 2.4.0
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Other
        AssignedTo: xerces-j-dev@xml.apache.org
        ReportedBy: mrglavas@ece.uwaterloo.ca

An edge case, that isn't too likely to be encountered by many users:

Xerces is allowing XML 1.1 documents to contain control characters [#x1-#x1F,
#x7F-#x9F] as literals in comments, PIs, and CDATA sections. Since these
characters are not part of Char, such documents are not well formed.
